What Does “Complete” Mean?

A stage is not complete simply because someone clicks Next. Complete means the work needed by the next stage actually exists and has been reviewed or verified.

  • Required deliverables exist
  • Approval or verification is recorded
  • Known exceptions are identified
  • A version is identifiable
  • Downstream work can trace back to the approved inputs
